Effectiveness of govt syst. At various levels and people’s participation in governance sys., are interdependent. Discuss their relationship in Indian context.

India with its geographical vastness and socio economic cul and pol diversity presents a range of responses on any given issues. For example recent labor migration crisis resulted in excess labor in some states while some states face labor shortages.

The pandemic induced health disaster and consequent lockdown, job loss, forced migrations, hungry stomachs, instances of domestic violence on women show the interconnectedness of events. When the whole country is fighting the pandemic, states like Assam and Bengal face other threats like floods, cyclones, border issues with neighbours etc.

In this scenario, Govt policies should be based on regional considerations rather than one size fit for all approach. Gram sabha deliberations, Strengthening, devolving funds and powers to PRIs, involving NGOs for dialogue help in achieving out come based solutions. The urban rural divide in access to information, resources, infrastructure should be dealt properly enabling people to take informed decisions.

This interconnectedness and interdependence of sub systems for the overall good governance of countries is underlined in SDGs of 2015. The bottom up approach of NITI ayog precisely relys upon this approach. Only the active public participation at the ground level can help to achieve the desired outcomes of any policy. The pandemic presents a critical opportunity to strengthen the local systems and public involvement mechanisms.
