Please answer considering the apathy shown by private sector in recent crisis. Thanks

Sir, wasn't through ordinance, changes brought to allow 100% fdi in coal sector and therefore no Q of any monopoly. Just couldn't relate with the new govt order (sic)
• "The government monopoly on coal would be removed with the introduction of commercial mining, said Ms. Sitharaman, allowing any private player to bid for a coal block and sell it in the open market"
maybe the following contd.. statement from govt is answer to my doubt, But I couldn't comprehend(sic):
• "Earlier, only captive consumers with end use ownership could bid for coal blocks. Almost 50 blocks will be offered immediately,"
or
The answer lies here -> that ki earlier order was through ordinance, now it is not?

Anyone with history optional?? I am having confusion regarding it.
I don’t understand how we call this democratisation.?. It’s mere privatisation. The access is just limited to people who have enough assets. Democratisation is smthng when everyone has equal access to it. Does everyone has the wealth worth investing. Is govt offering any reservation to stabilise economic quality to invest in the coal sector just like to does bring socio-economic reforms in employment and the allied units. It is a blunder to use democracy there.

I know this is not the platform to place such comments but as I am just reading Aatmanirbhar Bharat from last 3 days its not going out of my mind. Why these measures are in long term I don't get it. What we want right now are short term measures in the pandemic crisis. A migrant worker or even a businessman does not want to look at their 2-4 year plans. What they think now is what they are going to get in coming 2-4 months. Such type of measures are so vague. These can be announced even in the normal times.
