What do you understand by the term political neutrality? How does one endorse political neutrality?
The virtue of being not inclined towards any particular pol party, pol ideology or an organization that is linked to a pol party, and exercising ones duty in an impartial and nonpartisan manner is known as pol. Neutrality.
In a democracy, public mandates government formation of different pol parties with different ideologies. The bureaucracy, the permanent steel frame of the governance in country, is vowed not to act in favor or against any pol party in official capacity. It is expected to tender advice to govt on evidence based knowledge and to act with due diligence even when such advice isn’t accepted for maximum good of the public.
Pol. Neutrality is essential to:
*Instill confidence in public on administrators
*To promote trust and confidence in ministers on officers.
*To keep service related matters like promotions, transfers, etc., free from pol. Influences.
One can endorse pol neutrality by following the measures taken in the Civil services rules of 1970s.
Civil servants are barred from membership of any pol party or an organization linked to any pol party or pol movement.
They must try to prevent their family members from taking part directly or indirectly in movements, organisations that are adversarial to the govt, in case of failing, they must report to the govt.
They should not help any leader or pol party during elections. The official machinery shouldn’t be used for elections as was seen during the prime minister ship of Indira Gandhi which resulted in cancellation of her election and barring to contest for 6 years.
They should exercise their vote silently.
They should refrain from making announcements criticising a govt policy or adversely affects union and state relationship, or that of the GOI with any foreign Govt.
Above all it’s the integrity of an officer that truly makes him stand for the constitutional and democratic values.

Recently West Bengal Governer urged o beraucrates to must be political neutrality because they dnt obey the order of Governer Of WB .
In following ways it can be achieved.
Accountability and Transparency .
In Public Administration Accountability Obligation on the part of public servants to report on the usage of public resources and being answerable for failing to meet the stated performance objective.
For every action and inaction in govt.and its consequences a civil servant is responsible and accountable to the government.
Transparency: Unfettered access by the public to the timely and reliable information on decision and performance of govt.institutions.
Transparancy,Accountability ,Integrity :Dominant paradigm in public administration .
Keystone of good governance .
Pre requisties to and underpin public trust .
Important component of ethics infrastructure leads to fair and reliable public services.
Predictable decision making .
Creation of level playing field for business .
Improved lives for the poor and vulnerable.
Contributed to well functioning markets and economic growth.
Conclusion: It is the responsibility of each and every beraucrates to be neutral and follow the service rule of All India Services Rules 1968 and also upholding the supremacy of the constitution.
