I think we in the West are dealing with a coming together of many disparate things that started in the 1960s. 1) The overwhelming number of post-colonial non European immigrants to western countries 2) The notion held by many western citizens that they have never really experienced a full flourishing of their unique identity, and thus, an obsession with exploring that identity ad infinitum (often to the detriment of larger more unifying goals). 3) A sense (not completely invalid) by many in the West that their imperialist policies (intentionally and unintentionally) have led to a measure of suffering in countries outside of their cultural sphere 4) And at the same time, a desire to "make things right" by expressing apology and empathy for perceived injustice.
However, when many of these Romantic sentiments began flourishing in western countries, it was at a time when said countries were more economically stable (American hegemony, for instance, seemed "eternal" to many in 1965) and more ethnically homogenous. This gave the people with these sentiments a sense of strength from which to base their Romanticism. I would argue that since the 1990s at least, things have flipped. Now, there is a real sense of economic collapse, disunity and confusion in many western countries. It would appear, then, that the utopian Romanticism did not work out as planned and that another approach is needed.
