A Lake Worth man admitted to authorities that he sexually assaulted a young girl for nearly two years and was being held without bail late Monday at the Palm Beach County Jail.

Jefro Titus Phillips is facing 35 counts of sexual assault by a custodian with a victim aged 12 to 18, six counts of sexual assault with a victim under 12 years old and one count of lewd and lascivious behavior.

The 13-year-old girl told a Palm Beach County sheriff’s detective and a Department of Children and Families investigator that Phillips was molesting her and that the abuse began in 2011 when she was 11 years old. The relationship between the girl and Phillips was redacted from an arrest report.

A 14-year-old boy in the home told law-enforcement authorities that Phillips often smoked crack cocaine in a bunk bed above where the girl was sleeping. The boy said Phillips would wake up the girl and join her in the lower bunk bed while making the boy turn around and face the wall in the top bunk bed.

The boy said he could hear the girl cry and make noises as if she was being hurt, the report said. On one occasion, the boy heard the girl say, “No,” followed by a smack.

The victim said that Phillips would make her engage in sex even when the act made her physically sick, the report said. In 2011, the girl said she told a family member that Phillips was abusing her but denied the allegations when DCF became involved because she did not want to see him go to jail.

Phillips, 42, initially told investigators that he didn’t sexually assault the girl, the report said. He later changed his story, saying that he began having sex with her in November 2012 and continued through last Friday.
